OFFICAL PROCEEDINGS FOR
TAYLOR COUNTY BOARD
OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session on, July 23, 2026. Supervisor Jack Beggs called the meeting to order at 9:15 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Wall, Fitzgerald and Beggs present. Also present, Auditor, Judy Henry, Engineer, Seth Sunderman, Amanda Biddenback, Niki Lock, Shellia Culp and Matt Eberl, APEX.

Wall motioned to approve the agenda for today and minutes from July 16, 2026. Fitzgerald seconded, MC 3-0.

PUBLIC COMMENT:
Eberl shared they will be submitting wind mill applications to the Engineers Office next week.

COMMITTEE REPORT:
None

SECONDARY ROADS:
No utility permits. Engineer Sunderman reported the Holt 23 Bridge is now open. They continue working on bridge projects and road maintenance.

NEW BUSINESS:
Auditor Henry presented Resolution #2027-2; A Resolution to dissolve payroll deductions for non-county benefit providers. Henry stated there is very low employee participation with AFLAC and New York Life that her office wanted the employees to take responsibility for paying the premiums on their own. Her office will notify the handful of employees that still participate by letter and provide a change of EFT form. Henry stated they will pull the premiums for August but will stop in September, giving time for the employees to get things changed. The Resolution states the County will continue withholding Health, Dental, Vision, IPERS, Accident/Critical Illness, flex and court ordered garnishments. Fitzgerlad wanted to verify the services weren’t being dropped. Henry said no that they were just transferring responsibility of payment onto the employee. She stated her office has a very hard time contacting either company for benefit questions and due to regulations the employee needs to talk to the company themselves. Fitzgerald motioned to pass Resolution #2027-2, Wall seconded. MC 3-0.
The Board meetings for August are set for 7th (Friday), 13, 20 and 27.
No action taken on the temporary moratorium, it will be placed on July 30, 2026, agenda.

 

OLD BUSINESS:
Culp, with maintenance, gave a report on current projects in the Courthouse. Biddenback shared she will be replacing more cameras; she needed help running an ethernet cable when the Board had time.

The Board discussed items for the next meeting and claims against the County were approved.

Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
Meeting adjourned.

The Board of Supervisors approve these unofficial minutes to be published in the local newspapers and upon approval in the Taylor County Board of Supervisors Minute Book as official minutes:
