PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
April 9, 2026. Supervisor Jack Beggs called the meeting to order at 9:05 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Beggs, Fitzgerald and Wall present. Also present, Auditor Judy Henry, Engineer Seth Sunderman, Holly Cavin, Dana Davis, Janel Irvin, Jason Minor, Joel Lawrence, Mike Bowman, Jim Rowe, Dalton Sherer and Raymond Olney.

Fitzgerald motioned to amend the agenda to add item D to Secondary Roads, discussion and possible approval of FY27 raise and minutes from April 2, 2026. Wall seconded, MC 3-0.

PUBLIC COMMENT:
Mike Bowman spoke on behalf of Secondary Road Department about current activities and responsibilities of their department. He requested the Board consider increasing their 3% raise for FY27. Auditor Henry provided documentation of the average yearly raise of Secondary Roads as 3.6% since 1994/95. The Board requested Engineer Sunderman to estimate the cost of increasing the raise to 4% and 5%.

COMMITTEE REPORT:
Wall attended the Hazard Mitigation meeting.

SECONDARY ROADS:
Engineer Sunderman updated the Board on current and upcoming projects. Sunderman submitted a utility permit for Insite RE. Inc. on behalf of T-Mobile. The permit is for removal and replacement of equipment for the tower at 1285 220th St. New Market. Fitzgerald motioned to approve the Insite permit, Wall seconded. MC 3-0. Raymond Olney provided quotes for a flatbed for the Weed Commissioner pickup. Quotes included Redline Trailers for $4695, Quality A. for $6350 and RBarB, LLC for $4995, Fitzgerald motioned to approve the quote for RBarB, Wall seconded, MC 3-0. Olney provided quotes for a sprayer to include C&R Supplies at $27,726 and Sprayer Specialties at $15,908, Fitzgerald motioned to approve the Sprayer Specialties quote, Wall seconded. MC 3-0.

NEW BUSINESS:
Wall motioned to approve the Liquor License for Dollar General-Lenox, Wall seconded. MC 3-0. Sheriff Weed joined the meeting to discuss patrol car motor maintenance. Sunderman informed the Board a 4% raise would increase the budget by $22,000 and 5% would be an extra $44,000. Wall motioned to increase the raise to 5% but $20,000 of the $44,000 needs to be reduced in the equipment line, thus only increasing the proposed budget by $24,000. Fitzgerald seconded, MC 3-0. Henry stated the Board will need to move the FY27 Proposed Budget public hearing since the notice will have to be re-published and refiled with the Department of Management to include wage increase. Wall motioned to move the public hearing to April 30, 2026, at 10:00 a.m. Fitzgerald seconded, MC 3-0.
OLD BUSINESS:
Culp gave a brief update on the courthouse. She has been looking for plant containers for the area around the Statue on south side of Courthouse, Garden Charlies is ordering the containers.
Claims against the County were reviewed and approved.

The Board discussed items for the next meeting.

Wall made a motion to adjourn the meeting. Fitzgerald seconded, MC 3-0.
Meeting adjourned.
