                          OFFICAL PROCEEDINGS FOR
     TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session on August 27, 2026. Supervisor Jack Beggs called the meeting to order at 9:00 a.m.  The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Beggs and Wall present.   Also present, Auditor, Judy Henry and Engineer Seth Sunderman.

Fitzgerald motioned to approve the agenda for today and minutes from August 20, 2026. Wall seconded, MC 3-0. 

PUBLIC COMMENT: 
None

COMMITTEE REPORT: 
Fitzgerald attended the MATURA regular business meeting.

SECONDARY ROADS:
Sunderman stated they continue working on improving road conditions.  Utility permits were submitted by Sunderman. The first permit was with MidAmerican Energy Company for utility pole placement at 1937 250th Street. Fitzgerald motioned to approve the permit for MidAmerican, Wall seconded MC 3-0.  The second permit was for Communication Data Link to lay fiber optics at Southwest corner of 110th and Utah Avenue. Wall motioned to approve the Communication Data Link utility permit. Fitzgerald seconded, MC 3-0.
Bid letting was held on August 18, 2026, for painted pavement markings project #FM-C087(79)—55-87. Five bids were received with Vogel Traffic Services, Inc. submitting the lowest bid of $142,453.27, other bids included Highway Signing LLC for $143,366.35; Quality Striping, Inc for $158,024.83; Iowa Plains Signing, Inc for $170,277.16 and the final bid of $213,000.28 from Advanced Traffic Control Inc.  Fitzgerald motioned to approve the bid from Vogel Traffic Services, Inc, Wall seconded MC 3-0. Wall motioned to approve Resolution #2027-06, awarding Vogel Traffic Services, Inc the FM-C087(79)—55-87 project and designate Engineer Seth Sunderman authorization to execute contracts with said project.  Fitzgerald seconded, MC 3-0. AYES: Fitzgerald, Wall and Beggs NAYS: 0. 
NEW BUSINESS:
Auditor Henry relayed she had been contacted about reseeding problem areas of the Courthouse Lawn.  Reseeding is needed due to sidewalk improvements and activities held on the Courthouse lawn over the summer.  Henry will place an ad in both county papers for closed bids for the reseeding project. Culp, Maintenance, requested a mini split be installed in the Computer Control Room and shelving in the IT Office. 
Sheriff Weed joined the Board meeting requesting hiring Amy Jackson as a part-time dispatcher/jailer.  Wall motioned to hire Jackson on a part-time basis, Fitzgerald seconded. MC 3-0. 
At 9:55 a.m. Fitzgerald motioned to go into recess to hold the public hearing on the Black Maple Windmill Project.  Wall seconded, MC 3-0.  The public hearing was moved to Courtroom due to high attendance. 
The Board returned to the Board room at 11:45 a.m. Beggs called the meeting to order. Fitzgerald motioned to come out of recess. Wall seconded, MC 3-0. 
The Board continued to discuss the wind project. Wall stated he was against the turbines prior to becoming a supervisor but has since seen the financial needs this project can provide to the County and schools, Fitzgerald stated from hearing and reading the project details he feels Black Maple has done the research needed to approve the project.   Beggs entertained a motion to approve the Black Maple Wind Project. Wall motioned to approve the project, Fitzgerald seconded, MC 3-0.  The Black Maple Wind Project was approved; Auditor Henry will place a resolution on the September 3rd agenda detailing the specifics of the project.

OLD BUSINESS: 
The Board discussed items for the next meeting and claims against the County were approved.

Fitzgerald made a motion to adjourn the meeting.  Wall seconded, MC 3-0. 
Meeting adjourned.

The Board of Supervisors approve these unofficial minutes to be published in the local newspapers and upon approval in the Taylor County Board of Supervisors Minute Book as official minutes:
