July 30, 2026 Meeting Minutes

OFFICAL PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session on July 30, 2026. Supervisor Jack Beggs called the meeting to order at 9:09 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Wall, Fitzgerald and Beggs present. Also present, Auditor, Judy Henry, Engineer, Seth Sunderman, IT Amanda Biddenback, Niki Lock, Shellia Culp and Robert Welch, JCG Land Services.

Fitzgerald motioned to approve the agenda for today and minutes from July 23, 2026. Fitzgerald seconded, MC 3-0.

PUBLIC COMMENT:
None

COMMITTEE REPORT:
Jack Beggs, Lincoln Wall and Judy Henry attended a data storage informational meeting held in Red Oak, put on by FMTC. Utility providers FMTC, IAMO and FMCTC have signed letters of intent with Flux Data Storage to form a micro data storage facility in Red Oak. The unit would have the ability to serve Southwest Iowa and Northwest Missouri.

SECONDARY ROADS:
No utility permits. Engineer Sunderman stated they continue to work on culvert and patch work. He recommended holding off submitting the BESS for attorney review until the Land Use Committee meets.

NEW BUSINESS:
Auditor Henry presented Ordinance #40-Moratorium on acceptance, processing and approval of applications for data centers, solar energy systems, battery energy storage system and mineral rights development. Fitzgerald motioned to approve Ordinance #40, Wall seconded. MC 3-0. AYES: Wall, Beggs and Fitzgerald NAYS 0. Henry presented Resolution #2027-3 Resolution naming depositories for Taylor County. Depositories include First Interstate Bank, State Savings Bank and PCSB. Wall motioned to approve Resolution #2027-3, Fitzgerald seconded. MC 3-0. Biddenback, IT, reported that she will need to buy computer equipment for Deputy Strough for use when he provides Medical Examiner services. Wall motioned to take the funds out of the Medical Examiner budget. Fitzgerald seconded, MC 3-0.
OLD BUSINESS:
Culp stated she will be buying a new drill for projects in the Courthouse.

The Board discussed items for the next meeting and claims against the County were approved.

Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
Meeting adjourned.
