PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS
The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
April 30, 2026. Supervisor Jack Beggs called the meeting to order at 9:06 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Beggs, Fitzgerald and Wall present. Also present, Auditor Judy Henry, Engineer Seth Sunderman, IT Amanda Biddenback, Corey Eberling, Apex.
Fitzgerald made a motion to amend today’s agenda to include opening of mowing bids under new business. Wall seconded, MC 3-0.
Fitzgerld made a motion to approve the minutes of the April 23, 2026, meeting. Wall seconded, MC 3-0.
PUBLIC COMMENT:
Stan Mattes questioned transparency of the Board minutes as it pertained to salaries and wages, he felt there should have been more information published. He also stated there should be more details released about the settlement with the last Cox case. Beggs relayed that details of the case could not be released until we were notified by our law firm that it was public knowledge.
COMMITTEE REPORT:
Beggs, Wall and Henry all attended the Super 6 Informational meeting held in Adair County.
SECONDARY ROADS:
There were no utility permits. Engineer Sunderman requested the Board resign the Pavement Marking plan due to a clerical error. The plan had been approved at the prior meeting. Sunderman presented the FY27 Taylor County Five Year Plan. As compared to the prior plan, changes were made in Ross 7 and Mason 9 due to federal aid funding and bridge design. Fitzgerald made a motion to approve Taylor County Resolution #2026-27; Taylor County Five Year Plan. Wall seconded, MC 3-0 AYES: Beggs, Fitzgerald and Wall NAYS: 0. Sunderman also presented Taylor County Resolution #2026-28 FY27 Secondary Roads Budget. Wall made a motion to approve the FY27 Budget, Fitzgerald seconded. MC 3-0. AYES: Beggs, Fitzgerald and Wall NAYS: 0. There were 2 granular rock contract bids, one was disqualified since it did not include a bond bid. Fitzgerald motioned to approve the Schieldberg bid for $626,684.10, which is $32.65 a ton. Wall seconded, MC 3-0. Sunderman presented a quote for a Caterpillar NG140Joy AWD from Ziegler for $466,937.69. With a 2014 trade in the price dropped to $404,201.69.
NEW BUSINESS:
Kaylee Dreeszeen and Nathan Somsky from Globe Life, Liberty National gave a presentation on the products Globe has to offer. The Board wanted time to talk to all Department Heads prior to making a decision.
Fitzgerald made a motion the Board go into recess at 10 a.m. to conduct the FY27 Budget Public Hearing. Wall seconded the motion, MC 3-0.
The Board returned from the public hearing at 10:55 a.m.
Fitzgerald motioned to come out of recess, Wall seconded, MC 3-0. Fitzgerald made a motion to approve Taylor County Resolution #2026-30 FY27 Budget. Wall seconded, MC 3-0. AYES: Wall, Fitzgerald and Begg NAYS: 0.
Biddenback spoke to the Board about United Fiber Smarttown community Wi-Fi program. United Fiber would like to place equipment on top of the Courthouse for public Wi-Fi. Fitzgerald made a motion to allow United Fiber access, Wall seconded. MC 3-0.
After reviewing Attorney Wells’ recommendation on the request of the County mowing the Tando-Winslow cemetery, Fitzgerald motioned to approve the request. Wall seconded, MC 3-0.
Beggs gave a brief report on the discussion held during the Super 6 meeting. It was the consensus that all County’s need to adopt ordinances on data centers, battery storage, solar and wind energy guidelines. The first step in the process is forming a committee to access what is needed in the ordinances. Henry will contact Attorney Wells for some guidance.
Cemetery mowing bids were opened. Wall made a motion to award Caleb Johnson the county cemetery mowing bid. Fitzgerald seconded, MC 3-0.
OLD BUSINESS:
Culp gave an update on maintenance for the courthouse.
Claims against the County were reviewed and approved.
The Board discussed items for the next meeting.
Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
Meeting adjourned.
