PUBLIC HEARING TO ESTABLISH A
TEMPORARY MORATORIUM
The Taylor County Board of Supervisors met for a public hearing at 8:30 a.m. on Thursday,
July 23, 2026. Supervisor Jack Beggs called the meeting to order at 8:30 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Wall, Fitzgerald and Beggs present. Also present, Auditor, Judy Henry, Amanda Biddenback, Niki Lock, John Huff with MidAmerican and Matt Eberl with APEX.
Wall motioned to approve the agenda for today. Fitzgerald seconded, MC 3-0.
PUBLIC COMMENT:
John Huff introduced himself as a project outreach manager with MidAmerican Energy. He shared he was offering his services with development of an ordinance on the data center project. He provided documents about Data Centers for the board to review. Matt Eberl announced Apex will be submitting windmill applications to the Engineer’s Office next week.
The Board read the proposed Ordinance establishing a temporary moratorium on the acceptance, processing and approval of applications for data centers, solar energy, battery energy storage system and mineral right development in its entirety. They also stated they wanted to be proactive by establishing this moratorium. They have developed a committee in hopes to develop a permeant ordinance to put in place for Taylor County.
Wall made a motion to adjourn the public hearing, Fitzgerald seconded MC3-0. AYES: Wall, Beggs and Fitzgerald. NAYS:0
The Board of Supervisors approve these unofficial minutes to be published in the local newspapers and upon approval in the Taylor County Board of Supervisors Minute Book:
