September 10, 2026 Meeting Minutes

OFFICAL PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session on September 10, 2026. Supervisor Jack Beggs called the meeting to order at 9:00 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Beggs and Wall present. Also present, Auditor Judy Henry, Engineer Seth Sunderman, Robert Welch, JCG Land Services, IT Amanda Biddenback, Don Maxson and Nick Jameson with Schildberg Contruction.
Wall motioned to approve the agenda for today and minutes from September 3, 2026. Fitzgerald seconded, MC 3-0.

PUBLIC COMMENT:
Don Maxson stated his taxes are too high on his properties in Blockton. He has taken down several buildings, but he is still getting taxed on them. Auditor Henry explained he needed to talk to Assessor’s Office about the buildings that were taken down, but the assessment values are set by the State of Iowa. She advised him to watch his mail in the spring when the assessments are mailed, at that point he will have the ability to contest the values. Nick Jameson with Schildberg Construction inquired about the start date for The Black Maple Wind Project. The Board relayed the tentative start date is late 2027.

COMMITTEE REPORT:
Fitzgerald attended the regular business meeting of ATURA.

SECONDARY ROADS:
Sunderman presented a utility permit for Alliant Energy to install underground electrical wiring at 120th & Vail Ave. Fitzgerald motioned to approve the Alliant permit, Wall second. MC 3-0. Sunderman gave an update on road conditions and culvert replacements.

NEW BUSINESS:
Scott Eischeid and Rick Sprague representing SWCD/NRCS joined that Board room to discuss work that is needed on the Blockton Watersheds. They have an issue with a spillway on one of the structures and would like the County to help with the project. Sunderman suggested a 28-E Agreement before the project starts. Eischeid will look at pricing for the project.
Biddenback approached the Board about updating the cameras in the Courthouse and the accessibility to the camera security system. Several Department Heads requested some updates for access. Fitzgerald motioned to allow Biddenback to make the needed updates, Wall seconded. MC 3-0.
Henry presented the Taylor County GASB 75 Actuarial Valuation for FY26 audited by Nyhart. This report is required by the State to disclose the accounting and financial standards by employers for employment benefits and other pensions. Henry reported there were no significant events found in the report. Fitzgerald motioned to approve the GASB 75 report as it was presented. Wall seconded, MC 3-0. The 509A Self Fund Actuarial Opinion for Taylor County’s Health Care Plan for FY26 was also presented. The results showed the Health Plan for Taylor County is being operated in accordance with actuarial principles and standards of practice. Fitzgerald motioned to approve the 509A Self Fund report as it was presented, Wall seconded. MC 3-0.
Wall made a motion to approve Departmental Equipment Disposal Forms. Fitzerald seconded, MC 3-0. The Board also signed the County Insurance Buyout forms.
Attorney Wells presented Taylor County Resolution #2027-7: Resolution approving the wind energy conversion system permit application of Black Maple Wind, LLC for The Black Maple Wind Project. Wells had Ahlers and Cooney, PC reviewed the resolution and provide guidance on the approval of the application. Fitzgerald motioned to approve Resolution #2027-7, Wall seconded. Roll Call Vote AYES: Wall Beggs Fitzgerald, NAYS 0. MC 3-0.

OLD BUSINESS:
Culp joined the Board to review her Janitorial/Maintenance duties as she plans to retire in December. The Board would like to hire a replacement prior to Culps last day.

The Board will meet on Tuesday, September 15, 2026, to canvas the Clarinda School election.
Items for the next meeting were discussed and claims against the County were approved.

Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
