OFFICAL PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS
PUBLIC HEARING TO ESTABLISH A
TEMPORARY MORATORIUM

The Taylor County Board of Supervisors met for a public hearing at 5 p.m. on Thursday,
July 23, 2026. Supervisor Jack Beggs called the meeting to order at 5:00 p.m. The Pledge of Allegiance was recited. Supervisor roll call: Wall, Fitzgerald and Beggs present. Also present, Auditor, Judy Henry, Patrick Welch, Miranda Welch and Cindy FanFosson.

Wall motioned to approve the agenda for today. Fitzgerald seconded, MC 3-0.

PUBLIC COMMENT:
Miranda Welch asked if the moratorium was going to prevent the centers developing in Taylor County and where the Board set on such centers. The Board relayed they were trying to be proactive by setting guidelines on such centers. The Board stated they didn’t want to close the door on all centers, just the size of the centers. Patrick Welch questioned why there would ever be a need for a center in Taylor County. Henry shared there is one in the city Rockport Missouri that just serves the city of Rockport. Cindy Van Fosson wondered if this moratorium would be able to keep the centers out of the County. She shared that Page County had a solar energy project to set up a facility North of Clarinda even though they had guidelines in place from doing so.

The Board provided copies of the proposed Ordinance establishing a temporary moratorium on the acceptance, processing and approval of applications for data centers, solar energy, battery energy storage system and mineral right development in its entirety. They also stated they wanted to be proactive by establishing this moratorium. They have developed a committee in hopes to develop a permeant ordinance to put in place for Taylor County.

Wall made a motion to adjourn the public hearing, Fitzgerald seconded MC3-0. AYES: Wall, Beggs and Fitzgerald. NAYS:0

The Board of Supervisors approve these unofficial minutes to be published in the local newspapers and upon approval in the Taylor County Board of Supervisors Minute Book:
