PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
June 25, 2026. Supervisor Jack Beggs called the meeting to order at 9:00 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Wall, Fitzgerald and Beggs present. Also present, Deputy Auditor, Lindsay Sonksen, Engineer, Seth Sunderman, Rob Welch, Linda Bauer and Shellia Culp.

Fitzgerald motioned to approve the agenda for today and minutes from June 18, 2026. Wall seconded, MC 3-0.

PUBLIC COMMENT:
Rob Welch with Black Maple reported they held a project landowner meeting in Lenox. Attendance was good. Welch left the meeting.

COMMITTEE REPORT:
Beggs attended 3 different committee meetings. On 6/23/2026, he attended the Landfill committee meeting. On 6/24/2026, he attended SICOG. On 6/19/2026, Beggs attended the Ambulance committee meeting.

SECONDARY ROADS:
No utility permits. Engineer Sunderman reported Dixon Construction, an excavating contractor, was back to work now the ground has dried out. Sunderman presented paperwork regarding purchasing a Skid Steer Grapple for $4,585. Fitzgerald motioned to approve the purchase of the Skid Steer Grapple for $4,585. Wall seconded. MC 3-0. Sunderman then presented paperwork regarding purchasing a 30’ Trail King trailer that can haul up to 40,000 lbs. for $32,900. Wall motioned to purchase the Trail King trailer for $32,900. Fitzgerald seconded. MC 3-0. Sunderman left the meeting.
NEW BUSINESS:
Linda Bauer, former city clerk of City of Conway, asked the Board of Supervisors to sign an IPERS filing fee waiver due to the State of Iowa not notifying IPERS about the city of Conway dissolving. Bauer also stated she did not term out the former City of Conway employees for IPERS, so IPERS has applied a $20/month filing fee for the months of January-May. She stated that IPERS needed a copy of the legal document stating the City of Conway has dissolved to remove the applied fees as well. Wall motioned to approve signing the IPERS filing fee waiver. Fitzgerald seconded. MC 3-0. Sonksen gave Bauer a copy of the Dissolution of the City of Conway. Bauer will email IPERS to resolve the issue.
Sonksen presented the board with Resolution #2026-33, Designation of Notice of Public Meeting. After a brief discussion, Fitzgerald motioned to approve and sign Resolution #2026-33, Designation of Notice of Public Meeting. Wall seconded. MC 3-0.
Insurance buyout forms were approved and signed. Josh Weed entered the meeting.
Josh Weed stated the Dispatch Console quote has expired and will be contacting Racom to get a valid quote for new equipment. Further discussion and possible approval were tabled until next board meeting. Weed left the meeting. Raymond Olney entered the meeting.
Raymond Olney, Weed Commissioner, discussed issues regarding approximately 150-200 acres of noxious thistles in Nodaway Township 33 and 34. Olney had sent letters to the landowner asking to spray the thistles. Olney also sent a certified letter after no previous response from the landowner. The landowner has until July 7 to respond before further action is taken. Olney also mentioned approximately 15 acres of spotty thistles in Marshal Township 33 and 34. He sent a letter to the landowner asking to either mow or spray the thistles. No response was received. Olney will be sending a certified letter as the next step.
Sonksen presented the board with a License/Support Agreement from Solutions/Harris. Stated the contract is a one-year contract starting 7/1/2026 and ending 6/30/2027 in the amount of $58,311.66. After reading through the Agreement and a short discussion, Wall motioned to approve the one-year Solutions/Harris License/Support Agreement. Fitzgerald seconded. MC 3-0.
OLD BUSINESS:
Culp updated the Board on projects within the Courthouse. Culp stated Secondary Roads removed down branches from the Courthouse lawn. She also mentioned the outside poles have been fixed and electricity has been restored.
The Board discussed items for the next meeting.

Claims against the County were approved.

Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
Meeting adjourned.

The Board of Supervisors approve these unofficial minutes to be published in the local newspapers and upon approval in the Taylor County Board of Supervisors Minute Book:
