OFFICAL PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
June 18, 2026. Supervisor Jack Beggs called the meeting to order at 9:03 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Beggs, Wall and Fitzgerald present. Also present, Auditor Judy Henry, Engineer Seth Sunderman, Rob Welch with JCG Land Services and Duane Lauer.

Wall motioned to amend the agenda to add item g under New Business; to discuss and approve FY27 Sanitarian Agreement for today and minutes from the June 11, 2026, meeting. Fitzgerald seconded, MC 3-0.

PUBLIC COMMENT:
Duane Lauer stated the portion of 110th street that runs in front of his house had been maintained but was flagged not to be maintained. Lauer said he purchases and applies his own dust control product from Red Star. He had taken steps to flag the road per Secondary Roads policy. Lauer had already applied 2 layers of his own product but now it is ruined. He is out the benefit of dust control and cost of his product. He was requesting the County fix the error. Engineer Sunderman stated it was maintained in error and Hefron would not be back in the area any time soon. Beggs contacted David’s Feed Shed in Lenox, they still have the same type of product in stock that Lauer used. The Board instructed Engineer Sunderman to contact David’s Feed Shed and Lauer to get the product reapplied.
Rob Welch, JCG Land Services stated the windmill site plan is almost set. Letters will possibly be mailed out within the week to landowners for notification of site placement.

SECONDARY ROADS:
Sunderman reported there were no utility applications. His crew continues to replace culverts that were blown out from the storms. He stated they are testing a new topical product on a portion of 150th St. off N64 to help with road stabilization and dust control. Bids were opened for FY27 fuel letting. MFA bid $46,980 for 15,000 gallons of Unleaded w/Ethanol, $288,464 for 80,000 gallons #2 Diesel and $75,848 for 20,000 gallons of #1 Diesel, totaling $411,292. Agriland FS bid $46,440 for 15,000 gallons Unleaded w/Ethanol, $285,584 for 80,000 gallons #2 Diesel, $75,128 for 20,000 gallons #1 Diesel, totaling $407,152. Fitzgerald motioned to approve Agriland FS for FY27 fuel letting, Wall seconded, MC 3-0.
NEW BUSINESS:
Jackie Minor joined the meeting to give an update on the ICAP liability insurance renewal. After running some different deductible scenarios, it was not financially beneficial raising the personal property deductible to $5,000, as the cost savings were only $400 a year. She relayed ICAP has an automatic crime bond for elected officials/offices that is included with the ICAP policy. Currently we pay approximately $2,400 for our crime bonds with Travelers. ICAP is now offering $200,000 in coverage for $700. Fitzgerald motioned to renew the ICAP policy and include the crime bond change for FY27. Wall seconded, MC 3-0.
Erik Peterson, Deputy Sheriff, provided a Stivers quote for uplift and radios for a new squad car at $16,345.26 total. Wall made a motion to approve Stivers to do the uplift and radio work. Fitzgerald seconded, MC 3-0. Peterson had a list of 5 vehicles and one trailer the Sheriff’s Office wanted to auction off through Purple Wave. The list included a Dodge Durango, 2015 Charger, 2013 Charger, F350, BMW and an abandoned trailer. The F350 and BMW were seized vehicles. Wall motioned to approve auctioning the vehicles through Purple Wave, Fitzgerald seconded. MC 3-0
Sanitarian Dale Bucher submitted the FY27 Environmental Services Agreement between Taylor County, Taylor County Board of Health and Taylor County Conservation Board. Fitzgerald motioned to sign the Environmental Services Agreement, Wall seconded. MC 3-0. Bucher provided updates for the Conservation Department which included a concept dam location for the Gamel property project. Conservation was awarded $31,417 Land, Water and Conservation Fund Grant. This is a matching funds grant so the Conservation Dept. will work with SICOG to secure the other half of the grant. These funds will be used for a new playground at Sands Timber.
Henry presented the Nyhart service contract. Last week’s Nyhart contract was for the yearly audit on the Employee Self Fund. Today’s contract is for the yearly fee for producing the GASB reports needed by the State Auditor’s Office. Wall made a motion to approve the agreement with Nyhart, Fitzgerald seconded. MC 3-0.

Claims against the County were reviewed and approved.
The Board discussed items for the next meeting.

Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
