OFFICAL PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS
The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
June 4, 2026. Supervisor Jack Beggs called the meeting to order at 9:02 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Beggs, Fitzgerald and Wall present. Also present, Auditor Judy Henry Deputy Chance Strough, Belinda Ogle and Rob Welch.
Wall motioned to approve the agenda for today and minutes from the May 28, 2026, meeting. Fitzgerald seconded the motion, MC 3-0.
PUBLIC COMMENT:
None
COMMITTEE REPORT:
Wall attended the Hazard Mitigation meeting as they continue working on updating the Taylor County Hazard Mitigation Plan. Beggs attended the monthly SICOG meeting. Tony Hardisty invited Beggs to attend the E911 meeting. Beggs relayed E911 plans to update the 7-county area fire department radios. Beggs found the meeting very informative.
SECONDARY ROADS:
Ogle gave the Secondary Roads report due to absence of Engineer Sunderman. There were no utility permits. Pipe letting bids consisted of Contech Engineered Solutions for $259,408.00 and $233,489.10 from Metal Culverts. Fitzgerald motioned to award the pipe letting to Metal Culverts. Wall seconded, MC 3-0.
NEW BUSINESS:
Henry presented a short-term occupancy agreement for Lucky Wife Wine Slushies for Bedford Fest on June 27, 2026. Once Bedford Fest ends the agreement automatically terminates. Wall made a motion to approve the short-term occupancy agreement. Fitzgerald seconded, MC 3-0.
Attorney Mike wells provided draft documents for possible approval of Ordinance #40 Moratorium on data centers, solar energy, battery storage and mineral extraction or conveyance. Wall motioned to hold the public hearing on the ordinance June 25, 2026, at 10:30 a.m. Fitzgerald seconded, MC 3-0. (Auditor’s note: Public Hearing was moved to July 2, 2026, at 10:30 a.m. due to scheduling conflict.)
Chief Deputy Nate Bucher presented two quotes for placement of drone equipment in two of the Sheriff’s Office vehicles. The first quote was from Stivers Midwest Pro Upfitters for $5424 which includes locking drawers self-standing cargo box, stand up monitor, power inverter and installation. The second quote was for $11,876 which includes CX Series topper cab high fiberglass with locking doors & shelves, bed slide, vault, power converter (longer charge) and installation. Fitzgerald made a motion to approve each quote for the 2 separate county vehicles. Wall seconded, MC 3-0. Bucher also presented 3 quotes for a new sheriff’s squad vehicle. The first quote being for a 2026 F-150 Police Responder 4-wheel drive at $49,900, second for 2026 Police Interceptor AWD $49,600 and third 2026 Police Interceptor AWD for $46,900. Bucher stated the Responders had a better trade in value. Wall motioned to approve the purchase of the 2026 F-150 Police Responder. Fitzgerald seconded, MC 3-0.
Sheriff’s Deputy Chance Strough informed the Board he has completed his medical training to become a Death Investigator. He has contacted the Iowa Medical Examiner’s Office; he will be required to take a class to finish the certification process. Once he completes the class, he will be able to serve Taylor County, so we don’t have to call someone outside the County. The cost of the class is $300; Auditor Henry will investigate if this class is a reimbursable expense. Wall motioned to approve Strough to proceed with the class, Fitzgerald seconded, MC 3-0.
No action taken for the Lenox Housing Development support request.
Henry presented Taylor County Resolution 2026-#31 FY27 Budget Appropriation. Fitzgerald motioned to approve appropriations at 100% for FY27. Wall seconded. MC 3-0. AYES: Fitzgerald, Beggs and Wall NAYES:0
The Board received a 60-day lease termination letter from Imagine the Possibilities. They will be moving out of the annex by July 31, 2026. Fitzgerald motioned to accept the termination notice, Wall seconded. MC 3-0. The Board will review the future on the Annex once it is vacant.
Employee insurance buyouts were signed.
OLD BUSINESS:
Culp gave an update on maintenance for the courthouse and annex. She received a second quote from Lincoln’s Lawn Care in the amount of $7,100 to replace the complete sidewalk on the North side of the Courthouse. Fitzgerald motioned to approve the sidewalk replacement quote from Lincolns Lawn Care. Wall seconded, MC 3-0.
Claims against the County were reviewed and approved.
The Board discussed items for the next meeting.
Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
