OFFICAL PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
May 28, 2026. Supervisor Jack Beggs called the meeting to order at 9:05 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Beggs, Fitzgerald and Wall present. Also present, Auditor Judy Henry Jim Rowe and Rob Welch.

Fitzgerald motioned to approve the agenda for today and minutes from the May 21, 2026, meeting. Wall seconded the motion, MC 3-0.

PUBLIC COMMENT:
None

COMMITTEE REPORT:
Fitzgerald attended the MATURA meeting.

SECONDARY ROADS:
Rowe stated pipe letting bids were moved to June 4 due to a mailing issue. Fuel letting is set for June 18th, 2026. Henry provided copies of 3 Hungry Canyons Agreements for the Board’s approval. Fitzgerald motioned to approve Site 10-03 in 10-69-34 for $79,750 to perform construction of stream channel stabilization. Wall seconded, MC 3-0. Wall motioned to approve Site 10-04 10-69-34 for $27,265 for construction of stream channel stabilization. Fitzgerald seconded, MC 3-0. Fitzgerald made a motion to approve Site 10-05 10-69-34 for $28,540 for construction of stream channel stabilization. Wall seconded, MC 3-0. Rowe stated the Engineer’s Office is receiving a lot of calls on the Iowa DOT bridge construction project on Highway 148 near 150th St. They are relaying that Taylor County Engineers Office has no control over State of Iowa projects, calls need to be made to Iowa Department of Transportation.

NEW BUSINESS:
Shellia Culp joined the meeting to discuss the condition of the sidewalk on the North side of the Courthouse. All sections but 2 need to be replaced. She wondered if it would be beneficial to repair the whole sidewalk then to try and work around the 2 sections. The Board wanted to look into replacing the whole sidewalk. Culp stated she will get ahold of Lincolns Lawn Care to talk about the sidewalk replacement.

Jackie Minor, Ewart Insurance, stopped by the Board room to drop off the FY27 ICAP insurance renewal paperwork. The premium increased to $341,143.00, a 2.7% increase over last year. The Board requested to increase the deductible and replacement cost on some of the covered items. Jackie will return with a new quote before the Board makes a decision on the renewal.
Further discussion was held on the Lenox housing project. Beggs attended the Lenox Development meeting on Wednesday evening. He felt we should do a little more research on the project before making any commitments. Henry will contact Ahlers & Cooney, other Counties and the State of Iowa Economic Development office for information.
June Board meetings are set for the 4th, 11th, 18th and 25th.

OLD BUSINESS:
Culp gave an update on maintenance for the courthouse and annex.
Claims against the County were reviewed and approved.
The Board discussed items for the next meeting.

Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.

Meeting adjourned.
