PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS
The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
April 2, 2026. Supervisor Jack Beggs called the meeting to order at 9:00 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Beggs, Fitzgerald and Wall present. Also present, Auditor, Judy Henry, Engineer Seth Sunderman, Rob Welch-JCG Land Services, Brent Hinders-Hopkins and Huebner PLC, County Attorney Mike Wells.
Fitzgerald motioned to approve the agenda for today and minutes from March 26, 2026. Wall seconded, MC 3-0.
PUBLIC COMMENT:
None
COMMITTEE REPORT:
Wall attended the Southern Iowa Trolly meeting.
SECONDARY ROADS:
Engineer Sunderman updated the Board on current and upcoming projects. No utility permits.
NEW BUSINESS:
Amanda Biddenback IT, Sheriff Josh Weed, Sanitarian Dale Bucher, Conservationist Zoie Lecy, Ambulance Cord. Jan Beach-Sickels, Assessor Holly Cavin, Recorder Janel Irvin were in attendance for a Department Head meeting. A change in accounting and real estate software was discussed during the Department Head meeting. Wall motioned to approve Iowa Pre-Release Software Program Agreement with ReGov. Fitzgerald seconded, MC 3-0. Henry requested moving the FY27 Budget Public Hearing to April 23, 2026, at 10 a.m., due to updates that still needed to be changed, and keeping it separated from the FY26 Budget Amendment public hearing. Fitzgerald motioned to move the hearing to April 23, Wall seconded, MC 3-0. Jackie Minor, Ewart Insurance, presented the ICAP renewal packet to the Board. Minor has been meeting with Department Heads to review inventory updates. Fitzgerald motioned to approve the ICAP renewal packet for FY27, Wall seconded. MC 3-0. Fitzgerald motioned to go into recess to hold a Closed Session per Iowa Code 21.5(1) c, Wall seconded, MC, AYES; Wall, Beggs and Fitzgerald. NAYS; 0, The Board went into closed session at 10:30 a.m. Board returned from recess at 10:55 a.m. Wall motioned to approve the litigation settlement for Cox verses Taylor County, Fitzerald seconded, MC, AYES: Wall, Beggs and Fitzgerald NAYES: 0. Wall motioned to go into recess until 1:15, Fitzgerald seconded, MC 3-0. Wall motioned to come out of recess, Fitzgerald seconded. MC 3-0. Holly Steeve joined the meeting to discuss Veterans Affair director employment. Wall motioned to hire Steeve at $25 per hour /20 hours weekly. Fitzgerald seconded, MC 3-0. Steeve anticipates starting work on April 8th.
OLD BUSINESS:
Culp gave a brief update on the courthouse.
Claims against the County were reviewed and approved.
The Board discussed items for the next meeting.
Wall made a motion to adjourn the meeting. Fitzgerald seconded, MC 3-0.
Meeting adjourned.
