February 19, 2026 Meeting Minutes

PROCEEDINGS FOR THE
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
February 26, 2026. Supervisor Jack Beggs called the meeting to order at 9:00 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Beggs, Fitzgerald and Wall present. Also present, Auditor, Judy Henry, Engineer Seth Sunderman and Rob Welch.

Wall made a motion to approve the agenda for today and minutes from the February 17th meeting. Fitzgerald seconded, MC 3-0.

COMMITTEE REPORT:
Fitzgerald attended the Crossroads meeting.

PUBLIC COMMENT:
Rob Welch relayed boring and environmental studies are currently going on in Taylor County.

SECONDARY ROADS:
No permits. Sunderman reported crews are still working on the Holt 23 bridge project. Fitzgerald motioned to set March 19th, 11:00 a.m. as the date to hold a public hearing to vacate part of 230th St in Section 4 of Clayton Township. Wall seconded, MC 3-0. Fitzgerald motioned to set April 21st as the let date for the FM-C087(78)—55-87 Resurfacing Project. Wall seconded, MC 3-0.

NEW BUSINESS:
Conservation Director Zoie Lecy reported she will be hiring 2 part time seasonal workers for the mowing season. She has been working with SICOG applying for a grant to purchase additional playground equipment at Sands Timber. Conservation sent unused old equipment to be sold at auction. They are planning an Easter Egg walk at Sands Timber and the French Reserve. They currently have 2 schools set up for Conservation Adventure Program.
Wall motioned to set March 26th, 10:00 a.m. for the Taylor County Max Levy hearing, Fitzgerlad seconded, MC 3-0. Fitzgerald motioned to set April 16th, 10:00 a.m. for the Taylor County Budget Hearing. Wall seconded, MC 3-0. James O’Connor, New Market, Cindy Cox, Lenox and Jacy Larson, Bedford joined the Board to give updates on Economic Development in their respective cities. They were requesting continued funding support from the County for FY27. Fitzgerald motioned to go into recess to conduct a closed session meeting per Iowa Code 21,5(1)I for employee performance review. Wall seconded. MC 3-0, AYES: Beggs, Fitzgerald and Wall NAYS:0. Closed session was held. Wall motioned to come out of recess, Fitzgerald seconded MC 3-0. Fitzgerald motioned to approve the Bedford Golf Club Liquor License, Wall seconded MC 3-0. Wall motioned to approve the Three Lakes Link Side Liquor License, Fitzgerald seconded MC 3-0. Wall motioned to approve DolgenCorp LLC #1 Liquer License, Fitzgerald seconded, MC 3-0. Wall motioned to approve DolgenCorp LLC #2 Liquer License, Fitzgerald seconded, MC 3-0. Henry presented the updated Taylor County Capital Asset Policy. Fitzgerald motioned to approve the updated policy, Wall seconded MC 3-0. Fitzgerald made a motion to approve the FY27 ISAC Insurance Policy, Wall seconded, MC 3-0. Henry reported a separate audit is needed for the County Employee Self Fund due to 509A Certification restrictions. Wall motioned to approve an agreement with Nyhart to perform the audit. Fitzgerald seconded, MC 3-0. Fitzgerald made a motion to go into recess so Beggs and Henry could attend an exit review with the State Auditor’s Office. Wall seconded, MC 3-0. AYES: Beggs, Fitzgerld and Wall NAYS: 0. Fitzgerald motioned to return from recess, Wall seconded, MC 3-0. Sheriff Weed joined the meeting to report on the School Resource Officer program.
OLD BUSINESS:
Culp, Maintenance, reported on projects within the Courthouse.
The Board discussed items for the next meeting.

Claims against the County were approved.

Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
Meeting adjourned.
