January 2, 2026 Meeting Minutes

PROCEEDINGS FOR THE
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Friday,
January 2, 2026. Supervisor Jack Beggs called the meeting to order at 9:04 a m. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald and Beggs present. Also present, Auditor Judy Henry and IT, Josh Good.

Fitzgerald made a motion to approve the agenda for today and the minutes of the December 23, 2025, meeting. Beggs seconded, MC 2-0.

Fitzgerald made a motion to appoint Jack Beggs as Chairman to the Board of Supervisors for 2026. Beggs seconded, MC 2-0.

COMMITTEE REPORT:
None

PUBLIC COMMENT:
None

SECONDARY ROAD REPORT:
Fitzgerald made a motion to approve a utility permit for ITC Midwest, LLC for construction of a new 69kV sub transmission powerline from CIPCO Lenox Substation along Utah Ave to 120th St., and Vail Ave to IPL Lenox substation. Beggs seconded, MC 2-0.
NEW BUSINESS:
The 2026 Reorganization meeting results are as follows:
Supervisor Chair: Jack Beggs
Vice Chair: Ron Fitzgerald
Official Newspaper’s: Lenox Times Table and Bedfored Times Press
Official Depositories: State Savings Bank and First Interstate Bank
Mileage: will mirror State of Iowa mileage rate, currently $.70 a mile
Issue Warrants: Judy Henry, Auditor
EMA Coordinator: BeLinda Ogle
EMA Assistant: None
Conservation Board for 5-year term: Dean Rowe & Jess Weller
Veterans Board: Erik Wiard, 3-year term
Board of Health: Jen Miller and Rodney Gold, 3-year term
Weed Commissioner; Raymod Olney, 1 year term
Medical Examiner: Lisa Brown
ADA Director: Shellia Culp
HIPPA Coordinator: Crystal Drake

Supervisor Jack Beggs will serve on the following Boards and Committees:
Southwest Iowa Trolley, Heart of Iowa, Safety Committee, 5th Judicial District, Children’s Mental Health, DECAT Board, Adams/Taylor Landfill, Ambulance Board, Courthouse Security and SICOG.
Supervisor Ron Fitzgerald will serve on the following Boards and Committees:
MATURA, Crossroads, EMA, Wellness Committee, ATURA, Hungry Canyons, 911 Alternate, Enterprise Zone Commission.

Henry presented Resolution #2026-12 Taylor County New Funds. The four new funds consist of Drone/Sheriff’s Office, KATES Fund Ringgold, Parents as Teachers (PAT) Ringgold, and Conservation Program & Project Fund. Fitzgerald made a motion to adopt Resolution #2026-12. Beggs seconded, MC 2-0.

OLD BUSINESS:
Culp gave an update on upkeep of the Courthouse.
The Board approved claims to be paid and discussed items for the next meeting.
Fitzgerald made a motion to adjourn the meeting. Beggs seconded, MC 2-0.
