PROCEEDINGS FOR
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
April 23, 2026. Supervisor Jack Beggs called the meeting to order at 9:00 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Beggs, Fitzgerald and Wall present. Also present, Auditor Judy Henry, Engineer Seth Sunderman, Rob Welch JCG Land Services, Corey Eberling Black Maple Wind Services and IT Amanda Biddenback.

Wall made a motion to approve the agenda for today and the minutes from the April 16, 2026, meeting. Fitzgerald seconded, MC 3-0.

PUBLIC COMMENT:
Corey Eberling, Black Maple Wind Services, shared he had delivered donations to Bedford and Lenox Schools for Prom. He is in the process of awarding scholarships to area seniors. Rob Welch stated the wetland studies for the windmill project are still on going.

COMMITTEE REPORT:
None

SECONDARY ROADS:
There were no utility permits. Engineer Sunderman stated the bridge crew poured the deck for Holt 23 bridge on April 16th. All tests were passed now they can proceed with the bridge railing. Sunderman stated they had 2 rock bids but one was disqualified since it did not include a delivery fee. Page County Engineers Office supplied their drone to do some measuring for Taylor County. Sunderman stated they got about 3 days’ work done in about 30 minutes, so he may be looking into purchasing a drone at some point.

NEW BUSINESS:
Zoie Lecy, Conservation, relayed they are currently working on a dam feasibility study. Wilson Lake bathroom project is underway. The property donated by the Gamel Family included an easement for MidAmerican, the Conservation Board agreed to honor the easement. Pheasants Forever has purchased a UTV and is allowing the Conservation Dept to lease it for $1.00 a year for Conservation work.
Supervisor meetings were set for every Thursday in May, days being May 7, 14, 21, and 28.
Discussion was held on remaining funds left from the unincorporated town of Conway. No action taken.
County Attorney Mike Wells received an email from Zelda Winslow requesting the County to take over mowing of the Tando-Winslow Cemetery. The Tando Winslow Pioneer Cemetery is the resting place of Rufus Winslow, a direct descendant of Edward Winslow, a signer of the Mayflower Compact. Until October 2025 descendant Paul Winslow had been providing funds to cover the mowing but is now deceased. Zelda believes there are only 6 graves in the cemetery. Since there have been no burials in the cemetery for over 50 years it is considered a Pioneer Cemetery. The Board requested Wells draw up an agreement between Zelda Winslow and the County so the mowing will be provided by the County.

OLD BUSINESS:
Culp gave an update on maintenance for the courthouse.
Claims against the County were reviewed and approved.

The Board discussed items for the next meeting.

Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
Meeting adjourned.
