PROCEEDINGS FOR THE
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Monday,
November 24, 2025. Supervisor Jack Beggs called the meeting to order at 9:07 a m. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson and Beggs present. Also present, Auditor Judy Henry, Engineer Seth Sunderman, Maintenance Shellia Culp, IT Josh Good, Rob Welch, Cory Eberling and Denny Sidwell.

Watson made a motion to approve the agenda for today and the minutes from the November 20, 2025, meeting. Beggs seconded, MC 3-0.

COMMITTEE REPORT:
Watson attended the Southern Iowa Trolly meeting.

PUBLIC COMMENT:
Corey Eberling, APEX, introduced Denny Sidwell as the APEX Engineer that would been working on the upcoming Windmill project. Eberling thanked Watson for his service as a County Supervisor.

SECONDARY ROAD REPORT:
No utility permits. Engineer Sunderman updated the Board on current projects.

NEW BUSINESS:
Zoey Lecy, Conservation, informed the Board the bathrooms at Wilson Lake were shut down due to structural damage. Auditor Henry requested to continue paying claims at every board meeting as it cuts down on late payment problems. Watson motioned to not change the bill and pay cycles, Fitzgerald seconded. MC 3-0. Treasurer Dana Davis and Sheriff Josh Weed joined the meeting to discuss continuance of the Compensation Board. Auditor Henry and Treasurer Davis agreed they would like to represent themselves at budget time. Sheriff Weed said it’s an advantage for his department to keep a Compensation Board but would be fine with not having one for the upcoming FY. After discussion Beggs made a motion to discontinue the Compensation Board for FY 26/27. Watson seconded, MC 3-0. Henry presented documentation for the November 4th City/School 2nd tier canvass. No discrepancies were found. Watson motioned to approve the 2Nd tier canvass. Fitzgerald seconded, MC 3-0. Josh Good and Crystal Drake presented a plan for construction for a secure storage unit for public health records. Fitzgerald made a motion to approve the construction. Watson seconded, MC 3-0.
Watson motioned to go into closed session per Iowa Code 21.5(1)c&i. AYES: Watson, Fitzgerald and Beggs. NAYS:0. Closed session began at 10:10 a.m. and ended at 10:25 a.m. December meetings at this point will be 4th,10th and 18th.

OLD BUSINESS:
Shellia Culp discussed the upkeep of the Courthouse.
The Board approved claims to be paid and discussed items for the next meeting.
Fitzgerald made a motion to adjourn the meeting. Watson seconded, MC 3-0.
Meeting adjourned. 3-0
