PROCEEDINGS FOR THE

     TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,

July 17, 2025. Supervisor Jack Beggs called the meeting to order at 9:05 a m.  The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson, and Beggs present.   Also present, Auditor Judy Henry, Jim Rowe, Belinda Ogle, Rob Welch and Zoey Lecy.

Watson made a motion to approve the agenda and the July 10,2025 minutes to include the County Attorney Salary of $56,634.   Fitzgerald second, MC 3-0.

COMMITTEE REPORT:

PUBLIC COMMENT:

None

SECONDARY ROAD REPORT:

Rowe updated the Board on current and future projects. Auditor Henry presented the Taylor County Engineer contract and agreement.  Watson motioned to hire Seth Sunderman on a 3-year contract, salary $170,000 a year plus benefits.  Fitzgerald seconded, MC 3-0.

NEW BUSINESS:

Lecy gave the Annual update for the Conservation Department.

At 10:00 a.m. Watson motioned to go into closed session per Iowa Code 21.5 1 (c) to discuss litigation and mediation.  Fitzgerald seconded. AYES: Beggs, Watson and Fitzgerald. NAYES: 0. The Board returned from closed session at 10:14 a.m. Fitzgerald motioned to authorize Iowa Community Assurance Pool (ICAP) to approve the mediation settlement concerning prior employee Bethany Murphy.  Watson seconded, MC 3-0.

Henry presented the final applications for exemptions and credits for 2024 values. Watson motioned to approve the final applications.  Fitzgerald seconded, MC 3-0.    

Henry presented the Claim Expenditure Declaration, section 509A.15 (4) pertaining to the County Self Fund. This declaration prevents the County from exceeding claims of no more than 2% of our general fund budget in one year. Watson motioned to approve the Declaration. Fitzgerald seconded, MC 3-0.

OLD BUSINESS:

Culp discussed some storage arrangements. 

The Board approved claims to be paid and discussed items for the next meeting.

Fitgerald motioned to adjourn the meeting.  Fitzgerald seconded, MC 3-0. Meeting adjourned.  

The Board of Supervisors approve these minutes to be published in the Taylor County Board of Supervisors Minute Book:
