January 16, 2026 Meeting Minutes

PROCEEDINGS FOR THE
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Friday,
January 16, 2026. Supervisor Jack Beggs called the meeting to order at 9:00 a m. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald and Beggs present. Also present, Auditor Judy Henry, Engineer Seth Sunderman, IT Josh Good, Ryan Berven, Eric Willis with Assured Partners, Treasurer Dana Davis, Conservation Dale Bucher and Zoie Lecy, Julie Robinson, Lincoln Wall, Shellia Culp, Lindsay Sonksen and Crystal Drake.

Fitzgerald made a motion to approve the agenda for today and the minutes from January 2, 2026, and January 8, 2026, meetings. Beggs seconded. MC 2-0.

COMMITTEE REPORT:
None

PUBLIC COMMENT:
None

Ryan Berven and Eric Willis with Assured Partners reported on FY27 health insurance premiums.

SECONDARY ROAD REPORT:
No utility permits. Sunderman reported they continue to work on bridge projects.
NEW BUSINESS:
Final changes were made to the Taylor County Handbook and Policies manual. Fitzgerald made a motion to approve handbook Resolution #2026-13 with one wording correction on page 15 for FMLA, year start date to read “day of the event forward”. Beggs seconded the motion. MC 2-0. AYES Beggs and Fitzgerld, NAYS 0. Belinda Ogle reviewed updating the County’s safety manual and creating a Safety Committee. The Board would like a representee from each department to serve on the committee, discussion will continue at the January 22 Board meeting. Ogle also requested $80,000 for her EMA budget, no change from previous year’s request. She also informed the Board that SICOG will be sending a contract for updating Taylor County’s Hazard Mitigation Plan. Treasurer Davis reviewed the Semi-Annual report. It will be placed on the January 22 agenda for approval. Fitzgerald made a motion to approve the Sheriffs Union Tentative 3 Year Agreement. Beggs seconded, MC 2-0. Fitzgerald made a motion to approve Resolution #2026-14 nominating Chris England for the SIRHA Board for 2026. Beggs seconded, MC 2-0. AYES Beggs and Fitzgerald NAYS 0. Attorney Mike Wells reported he continues to work on the process of unincorporating the City of Conway. He is working with Jacob Case to get surveying and the plat finished for legal description purposes.

OLD BUSINESS:
Culp reported on updates in the Courthouse, she will be working on securing loose tiles in the rotunda on Monday while the Courthouse is closed.

The Board approved claims to be paid and discussed items for the next meeting.

Fitzgerald made a motion to adjourn the meeting. Beggs seconded, MC 2-0.
