PROCEEDINGS FOR THE
TAYLOR COUNTY BOARD OF SUPERVISORS
The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
February 12, 2026. Supervisor Jack Beggs called the meeting to order at 9:07 a.m. The Pledge of Allegiance was recited. Supervisor roll call: Beggs, Fitzgerald and Wall present. Also present, Auditor Judy Henry, Jim Rowe, Rob Welch, Zoie Lecy and Dale Bucher.
Wall made a motion to approve the agenda for today. Fitzgerald seconded, MC 3-0.
COMMITTEE REPORT:
Wall attended the Southern Iowa Trolly meeting.
PUBLIC COMMENT:
Rob Welch relayed the design team is currently working in Taylor County for the upcoming windmill project.
SECONDARY ROADS:
No permits. Rowe updated the Board on project progress in the County. Fitzgerald made a motion to approve Taylor County Resolution No. 2026-18 to change part of Post Ave in Marshall Township to a Level A service road. Wall seconded then motion, MC 3-0.
NEW BUSINESS:
Fitzgerald made a motion to approve ISAC Plan #2-PSO for health insurance and put $50 per employee monthly into the Self Fund for FY27. Wall seconded the motion, MC 3-0. Zoie Lecy and Conservation Board member Jeff Soulsby presented the Conservation Budget. The Board stated they were still hearing positive feedback from programs with the Conservation Department. Dale Bucher presented the Sanitarian Budget. Auditor Henry presented the VA Budget. Henry presented the Auditor’s budget. Treasurer Dana Davis presented her budget. Recorder Janel Irvin presented her budget. Shellia Culp presented the maintenance budget and reported the progress was moving along in the new VA office. Henry stated Holly Steeve, Adams County VA Director, has agreed to help cover the Taylor County VA Office until we get our VA Director position filled. Attorney Wells drew up an 28E-Agreement between Taylor and Adams County for today’s meeting; Steeve will be paid $500 monthly plus travel expenses until we no longer need her services. Fitzgerald made a motion to approve the 28E-Agreement between Taylor and Adams County’s. Wall seconded, MC 3-0. Deputy Sheriff Dan Wyckoff requested the policy of donating sick leave return to the Taylor County Handbook & Policy Manuel. Henry explained to the Board the donation of sick leave had been removed in 2018. Although it had been discussed several times at the recent handbook meetings to return it, many of the Department Heads in attendance agreed to leave it out. There was no way to control the mis-use of donated time and it would leave some offices short staffed with employees gone all the time. County Attorney Wells warned of the financial burden it would impose on the County but wanted to get an Employment Law Attorneys opinion. Well’s stated at his previous employer they did away with the same type of policy because employees were taking advantage of the system. Henry relayed an email she received from Ahlers & Cooney P.C. pertaining to IRS taxing guidelines on the subject stating “if the leave was not used for critical illnesses or medical emergencies the employee who donated the time would be held responsible for paying taxes on the donation not the employee who received the donation of time”. Wyckoff stated it would be beneficial in various situations we currently have going on with Taylor County Employees. Zoie Lecy stated her department would like to allow the donation of sick time to help other employees. Supervisor Wall stated he was not in favor of the change because employees need to be more responsible about using sick leave. The Board wants to do more research on the subject before deciding.
OLD BUSINESS:
Culp, Maintenance, reported on projects going on in the Courthouse.
The Board discussed items for the next meeting.
Fitzgerald made a motion to adjourn the meeting. Wall seconded, MC 3-0.
